Some context from page 31–33 is:
This arrangement of axons, dendrites, and synapses knits your 128 billion individual neurons into a network. To make things simpler, I’ll refer to this whole arrangement as the “wiring” of your brain.
The simple term wiring, as I use it, stands in for more specific structural details.
